Anakin's office [from noon onwards]

Anakin had spent the morning over at the Trooper Station interrogating interrogating his new staff: since he'd worked with various clones before (and was uniquely aware of their more...esoteric programming), he'd spent time with each one individually, asking about their duties at the Trooper Station, their thoughts about Fandom, and what happened if he said "Implement Order 66."

Turned out, nothing, but it was worth checking.

He went over to his office at the school around lunchtime, flipped on the link to Katniss's world (a habit he'd gotten into since she'd left), and was getting ready to write down his impressions about yesterday's class when he realized that he wasn't listening to the usual noises from Panem.

He was tuned into the Reaping. District 9, it looked like. Cursing under his breath, Anakin reached into a desk drawer and began leaving handwavey messages for the list of people Katniss had left for him to talk to.

From his spot behind his desk, he reached out through the Force to close the door. Today's office hours were by invitation only.

Luke nodded in agreement. "It'll keep the rich entertained and the poor scared. It's a pretty good plan on their part."

"Darkness forbid the wealthy don't get to enjoy their sport," Karla said, trying not to snarl. "Insulated from the reality of it all, where the survival of real people boils down to money from bets and how entertaining the deaths are."

"That sort of thing is common in a lot of universes." Well, at least it was common where Luke was from. "They're gonna be willfully ignorant unless these people rise up and do something about it. Hopefully what Katniss has done is enough to make them take initiative."

"I know," Karla said glumly, resting her chin on her hands. "I wish I could say that wasn't true for my universe, but..." She shrugged. "They need to teach more classes on starting revolutions. I took one, once, but I feel like it's something that could bear repeating."

"Couldn't agree more," he said, frowning slightly. "I guess I shouldn't blame people for being scared, though."

He shouldn't, but he did.

"It's hard," Karla agreed, looking down at her hands. "It puts such a burden on you. You have to be the one to fix things for everyone, and sometimes you just want to stop and scream 'Why me? Why not you?' But you can't and people go on being scared and doing what they've always done and you've got to step up and take all the risks and all the dangers."

Okay, that was maybe more to do with Karla's situation, not Katniss's.

"But sometimes it's just so hard, because you're scared, too, but there's no one who's willing to step up for you."

Luke gave Karla a sympathetic look even if he sort of wished he was in that sort of situation. Knowing he had some support, even from frightened people, would have been nice.

"They're gonna have to step up for themselves sometime," Luke said. "Nobody can do this alone."

If Karla had any inkling of what Luke was planning, she'd sympathize with him, too. At least, up to a point.

"I hope they do it before a third Quarter Quell goes by," she replied, staring at the teevee again. "While what Katniss has gone through still has a chance of having more than just a symbolic meaning."

"I hope so too," he said. "Sucks that there's not much we can do from this end."

Not that he really had the mental capacity to handle two rebellions at this point.

"Only because Katniss is convinced an assassination squad won't work," Karla grumbled.

Even if she had been joking--and she wasn't--there were several other people in the room who would do it.

"Nah, if they killed the President now there would just be someone ready to take his place and it would garner sympathy for the Capitol," Luke said, shaking his head. "They need to get the people on their side first before they can go around imprisoning or killing figureheads."

"I don't know if I would call Snow a figurehead," Karla said, frowning. "Though Katniss and I didn't get into politics enough to say for sure. The biggest problem I see is the lack of communication between districts. Even if something did happen, they probably wouldn't know in time to react to it."

"I wouldn't be so sure of that. People find a way to get news out if they want it badly enough." Luke had to believe that otherwise he would be completely screwed.
